Functions

  • Review of Zoning, Subdivision, Floodplain, and Building Applications
  • Maintain official City of Valley Center Zoning Map (see Zoning Map)
  • Enforce all City of Valley Center Zoning and Subdivision Regulations
  • Serve as city staff to the City of Valley Center Planning and Zoning Board and Economic Development Board 
  • Administer City of Valley Center's Housing Incentive Program
  • Oversee and inspect all residential and commercial construction and zoning permits issued in the City of Valley Center
  • Direct the community's CRS (Community Rating System) Program with U.S. FEMA (Federal Emergency Management Agency)
  • Direct local economic development initiatives, including tax abatements and business expansion/retention programs
  • Code Enforcement

Code Enforcement Responsibilities

The Code Enforcement Officer is responsible for the protection of life and property through the enforcement of federal, state, and local laws.

Responsibilities include the enforcement of, and citation issuance for, infractions pertaining to the following:

  • Nuisance Codes
  • Zoning and Building Code Compliance
  • Permit Compliance
  • Health and Environmental Code Compliance

Kyle Fiedler - CopyKyle Fiedler began as the Community Development Director in August 2024. Kyle was born and raised in Newton, is a 2011 graduate of Newton High School and a 2013 graduate of Wichita State University Frank Barton School of Business. 

Kyle is the previous City Administrator for the City of North Newton. He has worked in sales for Khaos Apparel and as a Career Specialist with Jobs for America's Graduates - Kansas before beginning his career in local government. 

After obtaining his Master of Public Administration from Wichita State University in 2019, Kyle worked in the Sedgwick County Manager's Office as a Management Intern and later as an Economic Development Analyst with the Sedgwick County Division of Finance. 

Kyle is an avid volunteer and has served on several boards and committees in the area. Currently, he serves as the 2nd Vice Chair for Harvey County United Way. In his spare time, Kyle enjoys his home renovation projects, kayaking, and spending time with family and friends. He resides in rural Harvey County with his two dogs, a flock of chickens, ducks, turkeys, three goats and a llama named Walter.

Kyle looks forward to serving the residents and businesses of Valley Center.
